Hi @krueck_sexton thanks for reviving this interesting topic!
It seems that the answer lies in whether or not the architect is contracted to provide conformed construction documents (see definition on AHPP p. 1121).
In my personal experience all of the projects I’ve been a part of have provided conformed construction documents - it’s a super helpful service the architect can provide.

Thank you for that reference, Chris. However, I think what I’m struggling with most is whether the project manual, itself, is a living document - or if the project manual is issued only once, to prospective bidders at the beginning of the procurement phase (in a traditional D-B-B delivery), before any addenda have been issued.

If the architect is providing conformance sets, then the project manual is a living document (just like the drawings would be).
