# What Schedule Change Would Push Back Construction Starting Date

Hi, I was taking the NCARB PjM practice exam, and I cannot wrap my head around this one:

My questions are:

1. I know you don’t always need to wait until CD is 100% finished to submit drawings for permitting (quite common in NY), but for the ARE exam, should I always assume CD package needs to be completed before the permitting process?

2. If we were to stick to a more dogmatic/strict understanding of the whole project schedule/process, according to B101 3.4.1, you shall prepare the CD based on the owner’s approval of the DD package. Wouldn’t the construction starting date eventually be pushed back by 3 weeks?

Hi @zhaoxuan.yang, these are great questions (and great examples of how the ARE may not always align directly with your real life work experience).

1. Typically, you will see that project schedules presented on the ARE will follow a rigid progression of phases, such that CDs will be 100% complete prior to permitting. However, you should always pay attention to the specific scenario in case there is a unique circumstance.
2. You are absolutely thinking about this correctly. This presented schedule implies that the start of CDs is not dependent on owner approval of DDs, but that seems to contradict the AIA B101. I’d recommend contacting NCARB directly about this potential discrepancy.
