Can you go over the types of specs again. Esp performance vs descriptive. Doesn’t descriptive define a performance?

What is the difference between the performance specifications and the Descriptive specifications again? they both seem like they are very similar

the water stop is not supposed to go in the opposite direction? now it’s like a boll, retaining water

If it were placed horizontally, it’s essentially creating a spacer in our construction joint - water can still move horizontally through the wall above or below the stop. If we place it vertically, the water stops at that outer layer.

i mean in an angle, like the flashing. same concept, no?
Regarding the last question, does the placement of the foundation drain matter? Does it not need to be at the same elevation of the foundation pile? Not above.
