The question is asking what are instances of bid tampering on government funded project. How is prequalifying contractors for a public not considered bid tamerping if it is illegal to do so?

Thanks @william! As the answer explanation states, prequalifying contractors may be illegal in a publicly project, but it is not considered ‘bid tampering’ which is what the question is asking about specifically.
