Hi James that’s a really great question. I believe the question is referring to in places that are below the water table like New Orleans, the ground is really low, and the water table is super high so like the water is basically just under the surface. So when you’re building a foundation below that level, water is definitely going to be an issue. That’s why the correct answer is to “provide a foundation drain.” Even though the foundation is below the water table, you can still manage the water by installing special drainage pipes like the foundation drain or a french drain around the base of the building. The pipes collect the groundwater and send it to a sump pit. From there, a sump pump kicks in to pump the water up and away from the building.
