@coachchrishopstock can you please comment on this? Is the code to be read that a voice annunciation system is required or is not? Thanks. I just want to make sure I understand.
My reading of 1005.3.1 exception 1 is that in order to use the 0.2in/occupant factor, the building needs both a sprinkler system and an emergency voice/alarm communication system. The building described in the scenario for this question would require such a system, therefore the 0.2in/occupant factor can be used.

Agree. Because OL=140 for B Occupancy requires 2 exits. I would do 140/2 and ended up 14” for each stair.
