You state the option “protection of native wildlife” as correct, BY THE EPA (Environmental Protection Agency)
There is no other agency called the U.S. Fish and Wildlife Service (USFWS) that deals with this issue under the Endangered Species Act?
On the other hand, -second option- EPA sets guidelines to minimize environmental and health risks for projects in flood-prone areas, and you state this option as incorrect and responsibility of FEMA.
