does design architect /designer who prepares a preliminary design with out being atchitect for record during bridging need to be license in the project area?

I would say that the answer is yes, the person who prepares the bridging documents should be licensed in the jurisdiction where the project is located. See AHPP, 15th edition, pg. 703, which notes that bridging documents are technically ‘plans and specifications’.
