This sentence is confusing on the question “The sub-consultant requests an additional $15,000, for extra labor needed to meet the owner’s specified landscape program”.

I thought it’s an additional $15,000 aside from the consultant’s base fee. It turned out the $15,000 is actually the base fee. I understand the 5% charge for the additional services.
