when work on a previous gas station site , which report to do first ?
geotech or esa phase 1?

The ESA 1 should be completed as the first step because the project is located in a brownfield and you want to address the presence or likely presence of contamination.
The goetech report will not tell you if the soil is contaminated, however it is used to determine the properties of the soil such as ground water table, frost line, and most important the soil bearing capacity. The soil report comes with a series of recommendations by the soils engineer which help the project structural engineer design the foundation.
