You’re right as a general rule, but it’s important to consider all factors of a project when selecting a delivery method. This question is also looking at schedule and risk/definition, not just unclear scope.

  • Design-Bid-Build is best when the owner wants time to fully define scope, get competitive bids, and reduce coordination/change risk.

  • Design-Build is best when the owner needs the fastest delivery (overlapping design + construction) and is okay committing earlier with less price separation.
