PjM Workshop - Building a Bottom-Up Fee vs. a Top-Down Fee

As discussed in yesterday’s workshop, I said I would follow up with a more in-depth explanation of bottom-up vs top-down fee structure.

A bottom-up fee is generally started with a known scope provided by the owner while a top-down fee is generally started with an acceptable fee in order to determine the scope.
