Practice Test Form #3 - Question 29 - Correct Answer is Incorrect?

It appears question 29 on Practice Test Form #3 has errors. The answer described in the grey-toned box matches the drag-and-dropped, and rotated layout of spaces. However the test scores the answer as a fail.
