Question regarding response must be issued as addenda whether requestion is accepted or rejected

My first question is, when an architect does not reject the substitution and still needs to issue the addenda, does the construction document change? How does this work? By the end of bidding, if the construction document changes and the substitution is rejected, then the architect will have to reverse the construction document?

My second question is, when multiple bidders request substitutions, all the addenda need to be issued to all the bidders regardless of whether the architect accepts the substitution or not, so what will happen when the bidding phase ends? How will the construction document be if there are changes from the substitution proposal, whether the architect accepts or not?

Can you help me clarify these questions?

Addenda are intended to clarify or correct the bidding documents before the contract is awarded. If the substitution is accepted, the addendum will formally revise the bidding documents so that all bidders are pricing against the same set of requirements. If the substitution is rejected, the addendum simply clarifies that the substitution is not acceptable, reinforcing the original spec. In either case, the construction documents are not necessarily reversed; they are modified or clarified via addendum. The final set of documents will incorporate all accepted addenda, while any rejected addenda confirms that the documents remain as originally written/drawn. In other words, construction documents = original specs/drawings + addenda.
