Substitutions question

Can you have a substitution for a product or material after bidding or is that called a change order?
Also is substitutions always an additional service if after bidding? I know during bidding we have to consider the substitution if it’s according to the contract documents.

The substitution will need to be submitted through a substitution form; from there, depending on if the new product or material is approved, the contractor would submit the revised pricing for an add/deduct change order. Typically, the review would be for an additional service as it was likely not included within the original construction administration/construction observation fee. The contractor bears the responsibility of paying for the review by the architect, engineer, etc.
