Question wordage, reimbursable expenses and indicated stipulated sum?

Reimbursable expenses question says the reason that “standard travel expenses to meetings and job sites” is wrong is because:

Standard travel within a stipulated travel distance is included in the lump-sum contract.

*But the question does NOT state in any way that it’s a lump sum contract?
