This question is from the practice form #3 , I think this is not a substitution request scenario because the painter is still using P3 paint. This is more of means and method of if a primer should be used. @coachgarricbaker

@kokate this is just a deviation, or non-conformance, with the contract documents. The paint matches the specification, so it’s not a substitution. The primer is considered more quality control rather than methods and means. In our specifications, we have an “Execution” section where the application of primers is covered. Therefore, this is just nonconforming and the contractor must provide the documentation that the paint can be applied in this way.
