That sentence is trying to describe the collaboration that must occur when dealing with an existing historic building between the architect, code officials, owner, and historic preservation specialists.
It’s not trying to say that no exceptions or allowances will be made for a historic building, but rather those that are required will not detract from the historical significance of the building. It can depend on the building and the specific case what will or will not be required.
