A701 6.2 mentions “expiration of the time for withdrawal of bids”. Can someone explain this date further? Google says it is the bidding due date, or “date and time designated for receipt of Bids” in A701. Are those the same date but different expression? @coachchrishopstock
@xinruizhang They’re related but not technically the same. The “date and time designated for receipt of bids” is simply the bid due date. The “expiration of the time for withdrawal of bids” is the point after which bidders can no longer withdraw their bids without penalty.
On many projects, these two times happen to be the same, which is why they get conflated. But A701 treats them as separate because owners can require bids to remain open (and not withdrawable) for a set period after the bid due date.
