only 3 accessible parking is required- then why we need 1 van accessible?

Welcome to the Black Spectacles Community @Mei-Po.Leung! Thanks for writing in with your question.

ADA 208.2.4 states that for every 6 or fraction of 6 accessible spaces required, at least 1 shall be a van-accessible space. This basically means that you will always have at least 1 van-accessible space if accessible parking is required.

While 2010 ADA identifies a clear floor space of 48” x 30”, 2017 ICC A11.7.1 specifies a clear floor space of 52” x 30” for new buildings and facilities (48” x 30” for existing buildings and facilities). The project in the scenario is indicated as a new building, so we would use the 52” x 30” clearance.

Remember that on the ARE (and in real-world) - when multiple codes or regulations conflict, always go with the most stringent requirement so that you ensure meeting the minimum of all.
