While 2010 ADA identifies a clear floor space of 48” x 30”, 2017 ICC A11.7.1 specifies a clear floor space of 52” x 30” for new buildings and facilities (48” x 30” for existing buildings and facilities). The project in the scenario is indicated as a new building, so we would use the 52” x 30” clearance.

Remember that on the ARE (and in real-world) - when multiple codes or regulations conflict, always go with the most stringent requirement so that you ensure meeting the minimum of all.
