PDD Quiz#4 Question

I am very confused abouts this quiz question. Based on the explanation, since the surface flow on the site runs from south to north, the silt fence should be located on the north side of the property. The primary purpose of this silt fence is to protect the waterway and existing structures. Wouldn’t it make more sense to place the fence on the south side to achieve that goal? Am I overlooking something?

The construction, foundation making activity and therefore soil and earth disturbance will take place where the new addition will be and then that will cause the runoff to flow northbound. As the Civil Engineer, I believe I would put the silt fence on the north side of the property perimeter so that I can catch and ‘contain’ the runoff within our property line and prevent them from travelling further north (out of the property, into adjacent neighboring site).
Maybe one of our coaches or another peer here can explain things differently than what I am able to understand.

The question indicates that the civil engineer is preparing an erosion control plan to control runoff on the site during construction and needs to locate the silt fence to contain runoff from washing into storm drains, waterways, and neighboring sites. By locating the silt fence on the north, it would contain runoff within the property as the prompt specifies. If you were to locate it on the south, any runoff from the construction areas would be washed further north beyond the property.
