Question about Use Group A2 vs B

One of the questions on the practice exam
The small tenant space will serve breakfast, lunch, and dinner, and will have seating for 24 people.

The correct answer was marked as B occupancy but I’ve read the IBC and I don’t see that exception. Theres only food pick-up places with no seating that are classified as B, but this scenario, the cafe has seating area.

Anyone know whats the correct answer?

IBC 303.1.1 A building or tenant space used for assembly purposes with an [occupant load] of less than 50 persons shall be classified as a Group B occupancy.
