In a restoration project, if a building element has deteriorated, should you replace or repair?

It can depend. I’m guessing that your question here is referencing a historical building. In this instance, we can (and should) refer to ’ The Secretary of the Interior’s Standards for Rehabilitation’

You can see under item 6 that according to these standards, deteriorated elements of historical buildings should be repaired rather than replaced.
