The meaning of "preconstruction"

What falls within the bounds of “Preconstruction” in a typical exam question?

I thought it was the period of time after CDs but before construction.

That would include bidding, contract negotiation (for DNB), signing of contracts, the preconstruction meeting, etc., but would end at the issuance of the Notice to Proceed.

Is that right?

AHPP doesn’t have a solid definition - most likely, because it varies by delivery method. My take is that preconstruction is any period of the project before construction starts, when contractors or a contractor is engaged. So, for DNB, it’s exactly what you say. For CMc, it’s essentially the entire design phase, until construction begins, because the CMc is engaged from the onset of the project. I would hope that you won’t run into a question on the actual ARE that hinges on this definition, because I think it’s somewhat blurry.
