Thanks Darion this is super helpful. Just to follow up, can you clarify on the section for “rights-of-way”. Does this mean that any site work having to do with utilities for example, or something located in an easement, will not be included in the cost of the work?

Right-of-way in this section refers to the cost to secure any right-of-ways or easements. The cost of any work occurring within the right-of-way will be included in the cost of the work.
