Is pre-design ( programming, feasibility study) regarded as part of the design phase?

Programming and feasibility studies are supplemental and additional services. You can check out Article 4 in the AIA B101 for a list of supplemental services. Programming is considered pre-design so no, it is not part of a design phase.
