Submit the plans for permit

Is it appropriate to submit drawings to the AHJ to obtain the building permit (once the CD phase is completed) even though they don’t yet have the final approved by the owner?

Great question @lrivera0125! In practice, the drawings submitted for permit should generally reflect the owner’s approved design, since they represent the documents the project intends to build from. While it’s possible in some situations to submit for permit before receiving final owner approval to help maintain the schedule, doing so carries the risk that subsequent owner changes could require permit revisions and additional time or cost. For exam purposes, it’s safest to assume that owner approval precedes permit submission unless the question indicates otherwise.
