Topology vs Topography

A Black Spectacles PA practice question asks the following: “A Phase I Environmental Site Assessment (ESA) is being conducted on a site where a new development is being proposed. The site is in a medium-sized municipality and is currently an empty lot.

Which are considered in the assessment? Check the four that apply.

I had the question marked wrong because I did not check the option for “USGS topological maps.” My understanding was that Topology and Topography are two different things, and the USGS surveys topographic data, NOT Topology. Is this thinking correct, or should I be prepared to consider Topology and Topography the same thing if encountered on the NCARB exam?
