Hi Potoczakhalle, great question! So for substantial completion we have a formal form that can be issued to close out that phase (G704). For final completion, any additional costs would be reflected in the change order you mentioned. Even if there were no previous change orders, one would be submitted alongside the final payment application if there was a change to cost, schedule or scope in order to close out the project.
